Job DescriptionRaytheon Missiles & Defense is seeking a Program Integrator. Program Management Excellence (PMX) has an opening for a Program Integrator (PI) that will be matrixed to the SPY6 Engineering Contracts Program Manager.  The PI is responsible for program integration, coordination, and control and direct engagement with the program team and functional partners, in pursuit of day to day program execution; advocating Program Management (PM) plans, processes, and business objectives; the implementation of PM best practices.In concert with the Program Manager or Director, Key responsibilities include:   Sets program strategy, vision and tactical direction for program execution by multi-functional team(s) and sub-contractors.

In the absence of PM, is responsible for meeting contractual commitments including financial, technical, and schedule performance of assigned program(s) within contractual boundaries and company expectations.

Develops program enhancing partnerships with internal functional organizations; such as contracts, finance, procurement, manufacturing, quality control, logistics, and administrative functions.

Acts on behalf of the PM, convey to customer, program status and performance.

Additionally, anticipates and fulfills customer needs to ensure their satisfaction and continued business.

Responsible for committing the program to specific financial goals and obligations in accordance with the program AOP.

Sets budgetary guidelines and directs the performance of program task elements by developing program enhancing partnerships with internal functional organizations; such as contracts, finance, procurement, manufacturing, quality control, logistics, and administrative functions.

Establishes standards and an executable program baseline using the approved business model and management tools.

Manages the program risk and opportunity, in accordance with specific financial goals and obligations.

Execute daily program cadence i.e., risk review boards, customer reviews, failure review boards, program milestones, and decision reviews to achieve contract commitmentsCollaborate with colleagues to ensure integrated master schedule aligns with program strategies, objectives, and milestonesResponsible for growing the program and its product(s) by ensuring ongoing customer funding of current contractual requirements, working with the customer to identify and fund further product enhancements Preparing, revising, updating and monitoring required documentation and analysis in compliance with contract requirements, Raytheon’s Integrated Product Development System (IPDS), Earned Value Management System (EVMS), Corporate and Business policies and procedures.Integrating key business activities into a seamless project management plan leveraging best practices, people skills and cross utilization of assets.  Assisting program leadership with emerging tasks critical to achieving program business objectives.Identifying and implementing key program metrics and lead development of situational awareness reporting and management tools for program leadership teams to drive program success.Coordinating program start-up process by assisting in the creation of initial program artifacts (team structure, lesson learned, Contractual Work Breakdown Structure (CWBS), etc.)Preparing and managing all required product lifecycle artifacts and reviews  Capturing and tracking program actions and working with action owners to ensure timely closure of actions.Support contract bidding, negotiation and contract definitization effortsExercise Strong business acumen to proactively identify and resolve issues quickly and efficientlyAbility to travel domestically/internationally up to 20 percent (Program specific)Candidate must be able to obtain a Secret Clearance Required Skills:A minimum of 10  years of business, program, or project management professional experience leading cross-functional teamsExperience with financial analysis toolsExperience with project management tools/systems and Microsoft Office SuiteExperience balancing technical, cost, and schedule constraints to achieve customer satisfactionRequired Education: Bachelor’s degree in Engineering, Business, Finance, or related fieldDesired Skills:Experience in the Defense or Aerospace industryWorking knowledge of contract formation and executionAbility to address multiple issues and set prioritiesExperience conducting international business Ability to operate independently to navigate organizational complexities and to obtain resources (through influence) to move initiatives forwardDemonstrated experience with Risk and Opportunity ManagementProduct lifecycle management experienceEarned Value Management certificationProficiency with Program Management tool suite or similar systemsPrior experience and application of Defense Acquisition processesPrior experience supporting development, production and/or sustainment programs, preferably in the aerospace and defense industryStrong business acumen to proactively identify and resolve issues quickly and efficientlyExperience with achieving alignment among key (internal and external) stakeholdersAbility to operate independently to navigate organizational complexities and to obtain resources (through influence) to move initiatives forwardDemonstrated skills in planning and execution for both short-term requirements and long-term opportunitiesStrong interpersonal skills with special focus on achieving active participation of appropriate individuals across the businessExperience supporting programs and executing responsibilities in an Agile environmentExperience developing and reviewing cost proposals and synthesizing business review material for Management review and approval Project Management Professional (PMP) Certification, Raytheon Program Management Excellence (PMX) Certification, Earned Value Certification or equivalentDemonstrated ability to develop and integrate solutions to complex programs, prior experience in engineering planningThis position requires either a U.S.
