Can reach out to vendors and subcontractors They need someone who comes from a small company and who has not only written the whole proposal but managed the logistics for submitting the proposal Someone who is both a PM and a Proposal Writer Makes sure the requirements are met and keep moving all the pieces Put together all the content Updating material Filling Government forms Custom projects so no standard RFP ndash differ in scope one to another Work with internal team to service the contract and understand technical pieces to put in writing the proposal Job description PROPOSAL MANAGER ALTERNATE JOB TITLE BUSINESS DEVELOPMENT SPECIALIST Client a rapidly growing project management firm based in Natick, Mass., is seeking an experienced Proposal Manager (PM) to coordinate and manage responses to Government RFPs, RFQs, RFIs, and Task Order proposal requests. Reporting directly to the COO, the ideal candidate is a motivated, self-starter with the ability to execute strategically and tactically in a fast-paced, multi-tasking role. The successful candidate will have a unique opportunity to join a small, award-winning, veteran-owned small business performing mission-critical work around the world. Some of the diverse projects wersquove completed include printing and delivering millions of school books to Tanzania, Haiti, and Indonesia providing online skill assessments to U.S. Embassies worldwide content development services for the U.S Department of State conducting educational focus groups and developing communications strategies for the Department of Education producing a public-facing print and online health magazine for the National Library of Medicine, and managing a Social Security program with hundreds of contractors. POSITION ROLES AND RESPONSIBILITIES Search, identify, and research new opportunities track leads and develop and maintain a prioritized pipeline Facilitate and manage company proposal efforts from capture to submission developing proposals ranging in size, and for a variety of public and private sector entities Analyze RFPs, RFQs, RFIs, and Task Order proposal requirements, create a complete and comprehensive compliance matrix, and develop a schedule with critical milestones Collaborate with management to develop proposal strategies, assist with proposal pricing, and determine labor rates Work with Subject Matter Experts (SMEs) to develop and deliver timely, compliant, and responsive solutions that address RFP requirements and client needs Identify optimal strategic partners and subcontractors for opportunity pursuit Keep all appropriate Business Development tools, collaboration sites, and gate reviews up to date with all relevant opportunity information, intelligence, team assignments, and progress Develop proposal response including but not limited to writing or editing content provided by SMEs Responsible for making sure the technical and business proposals are consistent and accurately adhere to all submittal requirements Accountable for executing all relevant aspects within the Business Development life cycle Provide process leadership and experience and contribute to process improvements Create and manage a content library, maintain proposal documentation archive, resume archive, and past performance archive APPLIED KNOWLEDGE SKILLS Knowledge of fundamental principles, Government terminology, and methodology of proposal development Plan strategically and tactically, and communicate effectively Manage short-term and long-term proposals of varying complexity Solid interpersonal, oral presentation, negotiating, and influencing skills Effective multi-tasking and flexibility to meet competing needs and sensitive deadlines Ability to work with a wide range of technical professionals Strong working relationships with clients, subcontractors, supervisors, and co-workers Demonstrated ability to write professional responses, emails, documents, and other appropriate business correspondence Proven ability to manage proposal process with minimal supervision, ensuring all deadlines are met Strongly preferred Working knowledge of the Association of Proposal Management Professionals (APMP) andor Shipley Associates processes Proposal writing preparation certification or specialized training Knowledge of GSA schedules, FPDS, beta.SAM (formerly FBO), FedConnect, GovWin Understanding of FAR DFARs Previous experience in a rapidly growing small business or start-up environment MINIMUM REQUIREMENTS Bachelorrsquos Degree or higher in a work-related field of study (Business, Marketing, etc.) experience as a projectprogram manager, capture support, andor proposal management support experience responding to Federal Solicitations for Professional Services Proven track record of successful win ratio, exceeding targeted expectations Experience with project management, program planning, and execution Proficiency with Microsoft Office 365 (Outlook, Word, Excel, PowerPoint, Teams, Sharepoint, etc.) and Adobe Acrobat Strong organizational skills Excellent written and verbal communication skills Ability to work additional hours during peak times
